2 Year Criminal Behaviour Order Bans Man from Lytham St Annes

A man has been issued with a Criminal Behaviour Order (CBO) barring him from Lytham St Annes Town Centre.

Declan O'Rourke, 25, of no fixed address, appeared before Preston Magistrates Court last Wednesday (15 July 2026) where he pleaded guilty to breaching his existing Community Protection Notice.

The magistrates imposed a two-year Criminal Behaviour Order. The order bans O'Rourke from entering Lytham St Annes Town Centre as defined on a map. In particular, he must not enter:

  • Junction of Saint Andrew’s Road North with Beach Road.
  • Down Beach Road to the Junction of North Promenade.
  • Promenade area incorporating St Anne’s Pier to the junction of South Promenade and East Bank Road.
  • Up East Bank Road to the Junction of Clifton Drive South.
  • Back along Clifton Drive South to the junction of Wood Street.
  • Up Wood Street to the Junction of St Andrew’s Road South, then across the railway line to St Alban’s Road.
  • Up St Alban’s Rd to the junction of St Patrick’s Rd South.
  • Along St Patricks Rd South to the Junction of Glen Eldon Rd.
  • Down Glen Eldon Rd, across the railway line and Sainsburys to St Andrews Rd North.
  • Along St Andrews Rd North to the junction of Beach Road. 

If O'Rourke does not comply with all the provisions, he will be committing a criminal offence for which he could be sent to prison.
