West Lancashire Shoplifter jailed for Breaching Criminal Behaviour Order

A prolific shoplifter from West Lancashire has been jailed for breaching a Criminal Behaviour Order (CBO).

Simon Ferguson was arrested last Friday (1st May 2026) after boxes of razor blades were stolen from a shop on Digmoor Parade. He was later charged with three counts of theft from a shop and two breaches of a CBO.

Ferguson has a Criminal Behaviour Order in place until 2028 which prevents him from entering the following places:

- The Concourse Shopping Centre, Skelmersdale

- The Shell Garage, Grimshaw Road, Skelmersdale

- Digmoor Parade Shopping Precinct, Birleywood, Skelmersdale, WN8 9HR

- Any retail premises in the village of Parbold

- The village of Dalton

On 2nd May, Ferguson, 36, of no fixed address appeared before Preston Magistrates Court where he pleaded guilty to the charges and was jailed for 24 weeks.

Sgt Sam Morgan from West Lancashire’s Neighbourhood Policing Team said: “This sentence reflects the persistent nature of this offender’s behaviour and the continued impact of shoplifting on local businesses and communities. Despite being subject to a Criminal Behaviour Order, he chose to repeatedly breach those conditions and carry on offending.

“Through Operation Vulture, we remain committed to tackling retail crime, supporting retailers, and taking robust action against those who think they can operate without consequence. We hope this result reassures the public and businesses that we will continue to pursue and bring prolific offenders before the courts.”
